Dr. Khaiat was awarded the first in-cosmetics Lifetime Achievement Award in Paris in April 2010. With over 40 years of experience in the cosmetic industry having served as V.P. R&D and QA with Johnson & Johnson, Yves Rocher and Revlon; Alain Khaiat has created SEERS Consulting in 2006.
Dr. Khaiat is Chairman of the CTFA of Singapore, Past-Chairman (2014-2019) of the ISO TC 217 (cosmetics), Past-Chairman ASEAN Cosmetic Association (2009-2011 and 2017-2019), member of the ASEAN Cosmetic Scientific Body, member of the International Dialogue for the Evaluation of Allergens (IDEA) Supervisory Group, a joint project between IFRA and the EU commission.
Dr Khaiat is behind some of the most successful “beauty from within” products. He has several patents and publications in his name.

Ling Ching is the Managing Director of Mase International, a prominent player in the hair care industry. He graduated with a degree in Accounting from Aberystwyth University, Wales, and later earned an MBA from the University of Stirling, Scotland.
He embarked on his professional journey by joining his family’s hair color manufacturing business in 1993. Demonstrating entrepreneurial acumen, he founded Hairwell in Singapore in 2003, focusing on distributing professional hair care products to salons. The following year, he expanded operations to Malaysia, significantly broadening the company’s market reach.
In addition to his substantial industry experience, he is a Certified Franchise Executive, highlighting his expertise in business operations and franchise management.
He also serves as the Internal Auditor for the Cosmetic, Toiletry, and Fragrance Association of Singapore (CTFAS), contributing to the financial oversight and strategic governance of the association.
With his strong educational foundation, professional achievements, and certification, Ling Ching is a distinguished leader in the hair care sector, driving growth and innovation at Mase International.
Andrew GAN

Mr Andrew Gan is co-founder and Past President of the Society of Cosmetic Scientists Singapore (SCSS), holds an executive MBA with distinction from Aalto University and a B.A. with Honours from the National University of Singapore.
For over a decade, he holds an adjunct lecturing position at the Singapore Polytechnic.
Apart from his voluntary positions as President of the CTFAS and as Board Member of the ASEAN Cosmetic Association, Andrew is Managing Director of Toshiki International Singapore – a Japanese CDMO which designs, develops and manufactures Personal Care Products and Medical Devices. His expertise and interests include new product development, innovation strategies, personal care products, medical devices, design thinking, lean manufacturing and sustainability issues for the BPC Industry.

Giang is a distinguished executive in the cosmetics and personal care industry with a robust background in regulatory affairs, product stewardship, and scientific engagement. She currently holds the position of Vice President of Global Product Stewardship at Estee Lauder Companies, where she directs global strategies for product safety and compliance.
Giang’s career at Johnson & Johnson was marked by several significant roles that underscore her leadership in regulatory compliance and strategic scientific communication across the region. She also previously served as the President of the ASEAN Cosmetic Association (ACA), advocating for the cosmetic industry’s interests within ASEAN.
Her diplomatic expertise includes serving as a Diplomat & Head of the Standard and Technical Regulation Unit in the Economic Integration Department at The ASEAN Secretariat in Indonesia. And in Vietnam, Giang contributed to national standards as an Assistant to the Director General cum Vice Minister of Science and Technology at the Directorate for Standards and Quality, Ministry of Environment and Technology. She is also the Vice President of External Affairs at the Cosmetic, Toiletry, and Fragrance Association of Singapore (CTFAS), where she plays a crucial role in fostering external relationships and promoting the association’s initiatives.
With her extensive experience and leadership, Le Chau Giang is a pivotal figure in the global cosmetics and personal care sector.

Aik Lim is a seasoned Regional Commercial Leader with over a decade of experience in the consumer goods sector across Asia, particularly in Southeast Asia. His expertise spans various facets of the Beauty & Personal Care industry, including packaging, turnkey manufacturing, sourcing, and product development. Aik has a robust background in remodeling e-commerce supply chains to support the Direct-to-Consumer (D2C) model for fast-moving consumer goods (FMCG).
Aik has held several key positions at Meiyume, a leading partner in beauty packaging, formulation, OEM, ODM, and data insights. His roles at Meiyume have included Senior Director of APAC Sales, Director of SEA Commercial, and Senior Manager of the Programme Management Office. These roles have honed his skills in commercial and trade negotiations, enabling him to drive significant growth and efficiency within the organization.
In addition to his professional achievements, Aik serves as the Honorary Treasurer at the Cosmetic, Toiletry, and Fragrance Association of Singapore (CTFAS), a position he has held since 2022. In this role, he contributes to the financial oversight and strategic direction of the association, further demonstrating his commitment to the industry.

Amanda YEO

Prior to her current position, Amanda held key roles at prominent companies such as Church & Dwight Co., Inc., PZ Cussons, Symrise Asia Pacific Pte Ltd, and Mead Johnson Nutrition. At PZ Cussons, she served as the Regulatory Affairs Manager for Asia, overseeing regulatory compliance for both food and non-food categories across Asia and the Middle East. Her responsibilities included managing the new product development process, registration, and working closely with cross-functional teams globally.
Amanda’s expertise also extends to her roles at Symrise Asia Pacific Pte Ltd and Mead Johnson Nutrition, where she managed regulatory affairs for the Southeast Asia markets and provided regulatory advice to internal stakeholders. Her contributions included leading halal certification programs, conducting regulatory training, and ensuring product and formula compliance.
Additionally, Amanda is the Assistant Treasurer at the CTFAS, where she plays a crucial role in financial oversight and strategic governance.
Dyane CHIA

Dyane is a seasoned professional in the field of regulatory affairs, with a wealth of experience spanning various roles in the cosmetics and healthcare industries. Currently serving as the Global Regulatory Affairs Senior Manager at Galderma, Dyane is responsible for overseeing regulatory compliance on a global scale.
Prior to her current role, Dyane held significant positions at leading companies such as Sephora and AMOREPACIFIC. At Sephora, she served as the Regional Regulatory Affairs Manager for Southeast Asia, Australia, and South Korea, where she managed regulatory processes and strategies across multiple countries. During her tenure at AMOREPACIFIC, Dyane played a pivotal role in setting up the ASEAN regulatory affairs team and implementing regulatory processes across six countries in the region.
Dyane’s expertise extends to her previous role as a Regulatory Affairs Executive at the Health Sciences Authority, where she reviewed regulatory frameworks for health products and assisted in drafting health legislation. Her contributions in this role included working closely with senior management on health policies and representing the Health Sciences Authority in various regulatory initiatives and study exchanges.
Dr. Willy CHIN

Willy is a Senior Scientist in the Global Product Stewardship Department of Procter & Gamble and based in P&G Singapore Innovation Center. He has close to 7.5 years of professional experience in Asia-Pacific regulatory compliance management and provides regional regulatory consulting and expertise to support end-to-end innovation in beauty care, with a focus on skin and hair care brands. In addition to his CTFAS appointment, he is also appointed as a committee member of the ASEAN Cosmetics Association (Safety & Toxicology Working Group). He is currently also an adjunct lecturer at Singapore Polytechnic for the Advanced Diploma in Specialty Chemicals programme where he teaches on cosmetic products regulations in Asia.
Willy obtained his B.Appl.Sc. (Hons) in Applied Chemistry from NUS in 2011, and subsequently his Ph.D. from the NUS Graduate School for Integrative Sciences & Engineering (NGS). He has culminated 5 years of multidisciplinary academic and international industrial research experience in the design and development of synthetic polymers for anti-microbial and drug delivery applications.

Julia Ji Xinyan graduated from National University of Singapore (MSc) and FuDan University (Master Degree of Medicine). She also holds a Regulatory Affairs Certificate (RAC, Global) from Regulatory Affairs Professional Society (RAPS) USA. In last 25 years, she has been working in the field of complementary health product (CHP) development and regulatory affairs with government agencies (MOH, HSA and SingHealth, etc), local and regional industry associates, and MNCs in Singapore.
Currently, she is the Director and Founder of MyAssociates Group providing scientific and regulatory consultations to government agencies, industry associations, health product standard bodies and individual companies (MNCs & SMEs) covering Singapore, ASEAN region and China.

Jessie serves as the Deputy Director of the School of Chemical Life Sciences, where she supervises the Applied Sciences Diploma program. With 16 years of experience as a lecturer at the polytechnic, she has held roles such as course manager and academic resource manager. Jessie initiated the establishment of the Perfumery and Cosmetic Science Centre, contributing to its innovative design and functionality, aimed at providing training for both polytechnic students and adult learners.
She also heads the Consumer Chemicals Technology Centre that aims to support industry with innovative R&D to commercialise personal care products. Additionally, she serves as a Council Member for the Society of Cosmetics, Toiletries, and Fragrance Association of Singapore.
Jessie’s expertise extends to her role as a technical specialist for the ASEAN Committee Scientific Body of the Health Sciences Authority, focusing on Consumer Care Products. She also contributes to the standards technical committee for laboratory testing, encompassing biomedical and health-related areas.

Kenneth holds a Master’s in Mechanical Engineering and a Bachelor’s in Bioengineering, and studied and worked in Singapore, China and the United States.
Beyond his professional achievements, Kenneth is a President’s Scout in Singapore, and a lifetime member of the global Association of Top Achiever Scouts. He also holds the National Youth Achievement Award – Gold in Singapore, and is currently a Senior Member of both IEEE and IES.

Before joining Shiseido, Evan worked at Sensient Cosmetic Technologies, a leading supplier of cosmetic raw materials including colorants, solubilizers, and thickening agents. Prior to Sensient, he worked at Amorepacific Corporation Korea, where he ensured regulatory compliance for company products in the Southeast Asia region. Evan is dedicated to continuous learning and collaboration to effectively address regulatory challenges.
